Summer is the best time to Kite in Perth. Summer starts in December and finishes in March. During the summer Perth gets the Infamous 'Fremantle Doctor', "The Most Consistent wind in the World", making it ideal kitesurfing conditions. It's just like clockwork, coming in between noon, and 3pm. Giving you somewhere between 15-25 knots (average) a day. You maybe able to get some days in during the winter time, however with strong, gusty, and squally winds, it maybe difficult. Best on North Easterlies. Good for morning session before seabreezes when strong high's are around. Works also with W-NW winds.
