Easiest is a rental car. Follow the signs to the Outer Banks from Norfolk (route 168S and then 158S). Then take route 12 south all the way down and get to Buxton. In North Buxton exit highway 12 onto Forest Rd. Follow the road to its end. There is a parking lot at the end of the park service road past the lighthouse. Easy 2-wheel drive access to the ocean.
