The wind during the Habagat period is variable, but there's regularly really good wind conditions there. A lot of wind here, a kitesurf school is located in the resort.

Once you're in the resort of the White Chocolate Hills, you're there. Acess by road from Dumaguete is about 35 minutes. Very easy access from the road, through the resort.
Extra information
You have to be carefull with the marine sanctuary, which is really upwind of the beach (you need to want to get there to reach it) you can pass through the sanctuary, but not stay and ride in it.
Nightlife
Very good restaurant at the resort, the rest of Zamboanguita is a small and quiet area.
