Best wind is during the months of September thru May, but there are winds pretty much year round.

No rules or restrictions. Area is shared with local fishermen so courtesy and consideration is recommended when kiting near them. Togcha Bay is the best place to go kiteboarding on Guam, primarily due to the favorable wind conditions.
