Easiest is a rental car. Follow the signs to the Outer Banks from Norfolk (route 168S and then 158S). Then take route 12 south all the way down and get to Frisco. Get to the Airport Road and drive to its end to access the beach with a 4-wheel drive. Stay right where it splits. Drive onto the beach.
