Easiest is a rental car. Follow the signs to the Outer Banks from Norfolk (route 168S and then 158S). Then take route 12 south all the way down and pass Avon. 4-wheel drive access ramp just south of Avon. Easy walkover access for 2-wheel drive.
Extra information
Stay away from protected bird nesting areas, which are well marked.
