Easiest is a rental car. Follow the signs to the Outer Banks from Norfolk (route 168S and then 158S). Then take route 12 south all the way down and pass Salvo until you reach Ramp 27. 4-wheel drive ramp with easy walkover access for 2-wheel drive.
