Long walk

Easiest is a rental car. Follow the signs to the Outer Banks from Norfolk (route 168S and then 158S). Then take route 12 south all the way down. Drive over the Oregon Inlet bridge and turn left and drive to the north tip and park. Then walk for quiet a bit northeast through the dunes.
