First you have to get to Rostov-on-Don (easily accessed by plane or train). Then take a taxi (approx. 1 hour) or bus (1.5h) directly to Pavlo-Ochakovo spit (just 70km away from Rostov).
Extra information
Better check actual weather before visiting this spot. Summer can be very hot and crowded. There are 2 windsurf/kitesurf schools at the beach - both well equipped, have rescue boats. Also it's a nice spot for wakeboarding on windless days.
