From the road between Latakia and Kassab, turn west to Om at Tiyour (spelling varies on the signs). From there you see the road to the beach.
Extra information
If police or military state that it is prohibited, take some time to explain that your not flying and attack from the air. Normally, after 5 minutes, they help launching the kite.
