Seaside Beach Park is can be a great place to kite in both the Amihan and Habagat seasons. During the Amihan season when the trade winds come from the Northeast, there will need to be enough east in the wind for it to wrap beneath Bohol. If the wind is too north and isn't working at Seaside, you're already halfway to Anda which is more exposed to the north. During Habagat season, you can also get good wind at Seaside Beach Park, which is a good option in case the east side beaches (Liboand and Dumaluan Beach) in Panglao are in the wind shadow.

Seaside Beach Park in Dimiao is about a one hour drive from Panglao and Tagbilaran City. It's actually a beautiful drive along the coastal road. From Panglao, take the bridge to Bohol and then take a right on Bohol Circumferential Road until you reach Seaside Beach Park in Dimiao.
Extra information
There is a minimal entrance fee (around 20 PHP) to get into Seaside Beach Park. The entrance fee includes use the beach, swimming pool, and snack shop.
